The N24 Mooncoin Bypass forms part of the Western Corridor that links Rosslare and Waterford to Limerick and on to Galway and Sligo . The route has been identified for improvement in the National Roads Needs Study 1998 and the National Development Plan (2000-2006). The Project is listed for completion as backlog (immediate) and phase 1 (2000-2004) in the National Roads Needs Study. Malone O'Regan \ Scott Wilson Consulting Engineers have been appointed by Kilkenny County Council to recommend a preferred route and thereafter to provide management and design services to enable the construction of the scheme. Tramore House are Project Managers for the scheme. The study area was put on display in Mooncoin in April 2001. The purpose of the display was to receive the views of the public and to utilise local knowledge of the study area in developing scheme proposals. The Constraints Report listing the constraints on route development will incorporate the information received at this display. This Report was completed in June 2001. The project is currently at the conclusion of the Route Selection phase. Corridors have been developed through the study area and evaluated as to their impacts and benefits. A second public consultation took place on the 8th and 9th of November 2001. Route corridors were shown at this display. These route corridors were possible solutions to be brought forward for further consideration following traffic, environmental and engineering studies. The route selection process has eliminated most route options on the basis of human impact environmental and cost reasons. Two remaining options were presented at the public consultation as possible routes. These routes were further modied to take account of the issues raised at the public consultation. A preferred route was presented to the public in February. The Route Selection Report is currently being finalised. It is envisaged that no further work will take place on the project in 2002. |
